Associates
LRA has 10 trainers and consultants, all with extensive experience in investigating serious incidents in both public and private care giving organizations, including those serving persons with developmental disabilities and mental illness, and agencies with oversight responsibilities. In addition to their expertise as consultants in assisting organizations with incident management/risk management practices, our consultants offer an array of professional experiences -- as hearing officers and investigators, administrators and professionals in providing oversight and establishing incident management and investigative systems, management, and background in human resources and quality improvement.

Lana Norwood, President of LRA,
Lana Norwood, President of LRA,
has a Masters of Science in Social Work with
33
years experience in
program evaluation,
the investigation of incidents, incident management and
quality improvement.
As a former associate and current president of LRA, Ms.
Norwood has provided training and consultation
to numerous state and private agencies
in the area of conducting investigations, assessing the
quality of investigative practices, developing incident
management systems and the prevention of abuse and neglect.
She co-authored the manuals,
Self-Assessment: Preventing Abuse in Agencies Providing Care to the Ill
and Disabled and
Incident Management: Creating Effective Policies and
Procedures.

Prior to LRA, Ms. Norwood worked for Texas Department of
Mental Health and Mental Retardation as administrator of the
client abuse and neglect reporting system for all state
facilities, community mental health centers and private
psychiatric hospitals. In this role, she developed,
implemented and administered incident management policies
and procedures; developed investigations training and
training manuals on investigative techniques including
sexual assault guidelines; developed the online system for
reporting serious incidents; and assisted in the resolution
of settlement agreements for two major class action suits.
During her tenure with the Texas Department of Mental Health
and Mental Retardation she also development and implemented
polices and procedures on client rights and state-wide
guidelines for discharge and aftercare of geriatric patients
moved from state facilities to community programs.
Ms. Norwood has also worked and consulted with community
mental health programs where she managed the offices for
quality improvement, planning, evaluation, and resource and
staff development.
Her program evaluation experience includes conducting large county, state
and nation-wide studies of programmatic and treatment
issues, with responsibility for research design, development
of data collection systems, data analysis and research
reports. She most recently worked on a nation-wide
collaborative public policy study of restraint related
deaths.
- Antone Aboud, Ph.D.,
former president of Labor Relations Alternatives, Inc. and
now an associate with the firm as Director of Marketing and
Product Development, has worked with clients in the areas of
incident management and investigations since 1977 when he
was the primary trainer delivering programs to what was then
the New York State Department of Mental Hygiene. He has
conducted hundreds of training programs since founding Labor
Relations Alternatives, Inc. in 1984. He has effectively
taught all levels of staff, from executive to direct care,
and participants consistently describe him as an
informative, approachable and entertaining instructor. He is
also the author or co-author of the training programs and
manuals offered through LRA.

- Yarva Harrison, BA,
has been an associate with LRA since May 1996. Prior to
joining LRA as a full time trainer, she was employed by the
Capital Area Legal Services Corporation in Louisiana where
she managed the Adult Protective Services program for a
seven parish catchment area and developed several curricula
related to the elderly and protective services. Ms. Harrison
also worked for the Department of Health and Hospitals in
the Bureau of Client Rights and Protection, where she
managed the Investigations Unit for the State of Louisiana
which operated the mental retardation, mental health and
alcohol/drug abuse facilities. In addition, she worked as a
court compliance monitor as part of a class action lawsuit
involving programs serving persons with mental retardation
operated by the State of Louisiana.

Mary Stribling, BSW,
has been an associate with LRA since 1998.Prior to joining
LRA, Ms. Stribling was Coordinator of Mental Retardation
Placements for the Texas Department of Mental Health and
Mental Retardation where she consulted with state and
community agencies in obtaining services for persons with
mental retardation. She also worked at the Austin State
School in a variety of capacities from aide to social
worker. Her assignments included developing treatment plans
and preparing social assessments; the placement of
individuals in the community; training employees and
individuals on rights, human sexuality, abuse and neglect
prevention; and investigation of serious incidents.
- Paul Davis,
an associate with LRA since 1995, has over 20 years of
experience in education and curriculum development, employee
training, and organizational development. As a recognized
expert on training and development in the workplace, he is
an Adjunct Professor of Management at the New York
University School of Professional and Continuing Studies and
a training consultant at the New York City Technical
College-City University of New York. He has a Masters of
Science in Education from Wagner College and a Juris Doctor
from Seton Hall University School of Law. Prior to LRA, Mr.
Davis has also been employed in a variety of settings
including the New York State Departments of Education and
Labor in the areas of quality assurance and training as well
as the New York State Division of Youth as regional training
manager.
- Matthew Cook, a recent
addition to LRA, has been certified to teach our course for
the State of New Jersey Division of Developmental
Disabilities, where he has regularly trained investigators
in state operated facilities since 2003. Matthew has worked
in state operated facilities and community programs with
experience in ensuring compliance with federal and state
standards; providing residential supervision; and developing
treatment plans, particularly in the area of behavioral
programming. He has also worked in the private sector with
adults with chronic mental illness, including dually
diagnosed individuals, in program development and as a
program counselor. In addition to his work with LRA, he
continues to conduct investigations as well as provide
supervision to residential programs and assessment of
behavioral emergencies at New Lisbon Developmental Center.
Matthew received a Bachelors of Arts degree from the College
of New Jersey in 1997.
- Vicki Clark-Bradley has
been an associate with LRA since 2001. She is a licensed
Masters Degree social worker with a wealth of experience in
a wide variety of roles within the mental health and mental
retardation service delivery systems. In the position she
held prior to joining LRA, she was the Director of Medicaid
Utilization Review at the Texas Department of Mental Health
and Mental Retardation. Ms. Clark-Bradley has had extensive
supervisory experience, as well as work as a child
protective services case worker with the Travis County Child
Welfare Office, and client rights administrator with the
Texas Department of Mental Health and Mental Retardation. In
both of these roles she conducted investigations of issues
related to individual rights and abuse.
- Diane Faucher Moy, MSN,
has significant senior leadership and management experience
in the administration of health services in a variety of
settings. She has extensive experience in the development
and deployment of business approaches designed to retool
healthcare organizations in providing required services in a
rapidly evolving market. As chief executive officer at three
large public psychiatric state hospitals, she has developed
considerable expertise in organizational development and
articulating an organizational vision and mission to
customer groups, senior leadership teams and large
workforces. As CEO, she successfully guided facilities
through compliance with federal and state laws and under her
administration achieved a JCAHO hospital survey grid score
of 100 in 2001. Most recently, she developed and implemented
a comprehensive quality improvement program for Medicaid and
children's health insurance programs in the state of Texas.
Ms. Moy has also worked in a variety of nursing positions
including clinical supervisor in community mental health
services. For the Texas Department of Mental Health and
Mental Retardation, she served in many capacities
including administrator for licensing private psychiatric
hospitals, director responsible for planning and directing
performance improvement evaluations in community MHMR
centers, system wide nursing director, and assistant
commissioner where she managed large contracts for
community MHMR centers and provided oversight of eight
state psychiatric hospitals. Ms. Moy is currently a
professor at the University of Texas at Austin School of
Nursing.
- Mary K Allrich, MSN, has
30 years of experience in a broad range of healthcare
services. Her expertise in the evaluation of services and
development of effective systems has been applied to general
hospital services, psychiatric facilities and services for
the developmentally disabled. She has been the director of
nursing in both private and public psychiatric hospitals.
She has worked in quality improvement in a state agency
providing services to persons with developmental
disabilities and mental illness, where she developed a
medical/nursing peer review system. In New Zealand, she
coordinated quality assurance for a multi-service health
care organization which administered all aspects of health
care from medical to mental health and mental retardation
programs. In addition, she developed plans for the
implementation of child development services as well as the
plan for restructuring clinical services for a large
geographical area. She has extensive experience in
management and in program development and evaluation in
ICF/MR providers as director of operations for a large
ICF/MR community provider. She has experience utilizing a
range of standards and regulations in investigations and
expert witness work.
Ms. Allrich also brings a strong background of developing
and providing educational programs to healthcare providers
to promote delivery of effective, quality services. She is
currently a professor at the University of Texas at Austin
School of Nursing.
- Bruce Weinheimer, PhD, FICPP,
is a licensed psychologist with nearly 30 years of
experience in clinical and administrative positions. His
primary areas of expertise include the fields of
developmental disabilities, applied behavior analysis, and
psychopharmacology. His experience has included provision
of clinical treatment, assessment, and program evaluation
and consultation within long-term care settings,
psychiatric facilities, and community-based services. Dr.
Weinheimer has been the Chief Psychologist at Austin State
School for over 15 years and is the Coordinator of
Psychological and Behavioral Services for State Mental
Retardation Facilities within the Texas Department of Aging
and Disability Services. He serves on the research review
committee as part of this activity. He has been certified
for evaluation of competency to stand trial in Texas since
2003. He has experience utilizing a range of standards and
regulations and has served as an expert witness within his
areas of expertise.
Dr. Weinheimer has post-doctoral training in clinical
psychopharmacology and is a Diplomate-Fellow in
Psychopharmacology with the Prescribing Psychologists
Register.
