Jill and her point person contacted the police, who told them that they would take the report, but that they were much too busy to conduct an initial investigation. They did say that if the agency had questions, they would certainly offer assistance of that sort.

At that point it was the beginning of Ed's shift. Jill contacted Ed's supervisor and informed her that she should immediately suspend Ed pending the completion of the investigation. The supervisor refused. She said that she was already running the home with one less person than was required by regulation, and there was no one to work in his place. (Evidently the one other staff person who might have worked was on disability.) She said that she would suspend Ed at the end of the shift.

Jill insisted that the supervisor immediately suspend Ed. Again she refused and hung up the phone with the comment: "You've really let this go to your head. Get a grip."
